I refer to question without notice 471. How did the general
manager, regional services become aware of the operational requirements that
resulted in a special arrangement being put in place on 12 October 2012 in
Busselton?

As has been stated numerous times in
answering similar questions, the Department of Transport determines how and
where to allocate its resources to meet operational requirements.
