CHINA GREEN, SUBIACO
I understand that there have been some problems in getting information from the minister’s office — The PRESIDENT : Perhaps the member could ask the question he wishes to ask. Hon SIMON O’BRIEN : I will ask, Mr President, and hopefully we will get an answer. I refer to the ongoing conflict between the government and the local community over the Subiaco China Green development. (1) Is it true that according to the contract of sale of land from the City of Subiaco to the Subiaco Redevelopment Authority, the city set certain conditions or other parameters, however described, for redevelopment of the China Green precinct? That question is pretty simple, so that cannot have caused the hold-up. It continues — (2) Is the City of Subiaco in dispute with the SRA over the question of the SRA’s compliance with those conditions? That also is a pretty simple question, so that cannot be the reason for the hold-up. The PRESIDENT : Order, Deputy Leader of the Opposition! This is question time; this is not a matter of debating. Hon SIMON O’BRIEN : I am just trying to help, Mr President. The PRESIDENT : Deputy Leader of the Opposition, part of the question is already out of order; namely, the use of the words “ongoing conflict”. I invite the Deputy Leader of the Opposition to read the standing orders. I ask the Deputy Leader of the Opposition to please ask his question. Hon SIMON O’BRIEN : Certainly, Mr President. (3) Further to (1) and (2), do the conditions of sale set out a procedure for mediation and determination of any differences between the parties, and has the city initiated that procedure? (4) Will the minister give an undertaking that she will not grant approval to any amendment of the Subiaco redevelopment scheme until such time as those mediation and determination proceedings are completed? I can see how complex all those yes and no answers must be, Mr President. Hon ADELE FARINA
