I refer to media reports some weeks ago that the minister had reversed, yet again, his decision on Moora District Hospital, and now intends to proceed with the $6 million redevelopment. Given that the Shire of Moora has received no official advice from the minister on this matter, I ask - (1) Has the minister made a decision to provide the required $6 million to rebuild the Moora District Hospital? (2) Will this funding appear as a specific line item in the 2004-05 budget? (3) Will the minister give a commitment to the people of Moora that he will not, yet again, withdraw this commitment if the Labor Government is returned at the next election? (4) Why has the minister not advised the Shire of Moora of his decision to proceed with the redevelopment? (5) Given the advanced state of planning for the Moora District Hospital redevelopment, will he give a commitment that the building will commence before the end of this year? Mr J.A. McGINTY

(1)-(5) I thank the Leader of the National Party for some notice of this question. As the member will recall, the funding for the Moora District Hospital replacement project from the health capital works program was withdrawn when the cost of the Geraldton Regional Hospital project came in a lot higher than had been budgeted. That money was then allocated to the Geraldton Regional Hospital. Since then we have been successful in achieving a far better outcome for Western Australia from the Commonwealth Grants Commission, which has given us the capacity to now rebuild the Moora District Hospital. The answer to the question on whether a decision has been made to provide the required $6 million to rebuild the Moora hospital is yes. It will appear as a specific line item in Thursday’s budget, if the Treasurer does not mind me giving the Leader of the National Party advance notice of a particular item in the budget. Mr E.S. Ripper: I am delighted. Mr J.A. McGINTY: Yes, I will give a commitment to the Leader of the National Party and the people of Moora that we will not change that decision. We now have the money to proceed to do it. The Shire of Moora is aware that the project is under way. Mr W.J. McNee interjected. Mr M. McGowan interjected. The SPEAKER: I call to order for the first and second time the member for Moore and for the first time the member for Rockingham. It is highly disorderly to speak when I am on my feet, member for Moore; you have been in this place long enough to know that. Mr J.A. McGINTY: I say to members opposite that this is good news. They should not be complaining about it. It is very good news. Mr M.W. Trenorden interjected. Mr J.A. McGINTY: The Shire of Moora is completely aware that it is under way, so I would not be too worried about that. Several members interjected. The SPEAKER: Order, members! Mr J.A. McGINTY: In answer to the final question, the project is planned to go to tender in September this year.
