the Minister for Child Protection:
I refer to the article, ''The
ghost list: Foster kids languishing in a 'broken' system'',
published by WAtoday on 27 September 2019 in which the Minister for Child Protection
was quoted as saying —
''We
have a demand model and the department acts in response to geographical need.
Because of the demand model, the department received a significant
amount in additional demand funding in the 2019–20 annual year—$21.9
million.''
(1) How was the figure of $21.9
million determined?
(2) Will the
minister table the document that was the basis for the determination that $21.9
million was the additional amount required in accordance with the demand model?

(1) The $21.9
million figure was determined with reference to the existing demand model.
Through the demand model, the Department of Communities and the Department of
Treasury estimate the level of funding needed to deliver child protection
services across the forward estimates period. The model utilises both cost drivers, such as inflation and wages
growth, and demand drivers, such as growth in existing service activity
against population growth. The model is updated each year with the current cost
and demand projections against the agreed parameters. The model incorporates
growth in department interactions for the youth population and growth in the
number of children in care, disaggregated by Aboriginality, against
corresponding growth in both the Aboriginal and non-Aboriginal Western Australian
youth population.
(2) The
information that forms the basis for the determination was developed by
Treasury for consideration by the Expenditure Review Committee, which is cabinet-in-confidence.
