SMARTRIDER CARDS - FREE TRANSIT ZONE
Some notice of this question was given a couple of days ago, but the minister was unavailable until yesterday or today. I refer to Transperth’s SmartRider ticketing system. (1) Can the minister confirm that signage at City West train station states that travel between the City West and Perth stations is free of charge? (2) Are there any other similar free zones elsewhere on the rail network? (3) In order to enter or exit Perth train station, does a passenger have to tag on and off using a SmartRider card? (4) What is the cost of a SmartRider card, including the minimum activation charge? (5) What has Transperth done to reimburse service users who travel only between the City West and Perth train stations but have to purchase a SmartRider card to access the services? (6) If Transperth is unable to reimburse service users, will the minister amend the signage to indicate that travel is free between the City West and Perth train stations after an initial charge of $20? On behalf of the parliamentary secretary, I thank Hon Simon O’Brien for providing some notice of the question. I have an extensive answer to the six-part question. I table the answer and seek leave to have it incorporated in Hansard . [See paper 2581.] The following material was incorporated - I thank the Hon. Member for some notice of this question. 1. Yes, however, all current signage is in the process of being replaced or updated with new signage to the effect that passengers travelling within the Free Transit Zone will require a SmartRider Card to travel for free from 8 April 2007 or they will need to purchase a two-section cash ticket. 2. The only Free Transit Zone for normal Transperth timetabled bus and train services exists within the Perth Central Area. For the train system this includes travel between Perth and Claisebrook Stations on the Midland, Armadale and Thornlie lines and between Perth and City West Stations on the Fremantle Line. 3. No 4. A standard SmartRider card has a card fee of $10.00 and a minimum of $10.00 value must be added to the card at the time of purchase. A concession SmartRider card has a card fee of $5.00 and a minimum of $10.00 value must be added to the card so it can be used. This card fee covers both the cost of the card and allows a cardholder to travel into debit on the card should the journey fare exceed the card balance. Therefore if a person with a standard SmartRider has $1.40 on their card and their journey is to Mandurah at a cost of $6.97, their card would go into debit of $5.57. SmartRider requires a minimum balance on the SmartRider equivalent of a two-section cash fare to begin a journey. This is $1.40 for a standard SmartRider and 60 cents for a concession SmartRider. Note all seniors have been provided a SmartRider free of charge and that all primary and secondary students from participating school also receive their initial SmartRider cards without charge 5. Transperth will not be reimbursing passengers who purchase a SmartRider card to travel solely within the Free Transit Zone. The entitlement to free travel is an additional benefit or incentive to purchasing a SmartRider. 6. Yes. New signage is currently being installed at Free Transit Zone stations indicating that passengers travelling within the Free Transit Zone will require a SmartRider to travel for free from 8 April 2007 or they will need to purchase a two-section cash ticket.
