Given that the Office of the Inspector of Custodial Services Report No. 109 - Inspection of Wandoo Reintegration Facility found that: (a) Wandoo provides a positive, purposeful, and safe regime, and has performed well
across all key measures; (b) Wandoo offers new ways of ‘doing business’ that are relevant to the
management of both adult prisoners and juveniles at the troubled Banksia Hill
Detention Centre; (c) Wandoo offers a coherent, purposeful philosophy that is supported by staff and which permeates all
areas of the centre’s operations; (d) Wandoo provides ‘real’ work opportunities for residents leading to post-release employment; (e) the contractor, Serco, has a willingness to respond, innovate and improve service delivery at Wandoo; (f) overall the Wandoo contract is well-managed and represents good practice; (g) Serco did a good job of revitalising the run-down, graffiti strewn facility; and (h) Wandoo has adopted a range of innovative and successful management strategies that
keep the facility calm and safe: (i) why did the Minister consider it necessary to remove Serco as an operator of Wandoo; (ii) will the Minister give assurances that a similar facility or service will continue to operate across Corrective Services for young men; and (iii) will the Minister give assurances that a similar facility or service will operate in the future for young women?

The Department of Justice advises:
(i) The Government’s Methamphetamine Action Plan election commitment is to repurpose the Wandoo Reintegration Facility into a female drug rehabilitation prison which would be operated by the Department of Justice. The original Wandoo contract term was for five years, with the option of two (2) additional extensions at the Department’s discretion. The contract was due to expire on 31 October 2017. The Department has elected to extend until 30 April 2018. In line with Government’s objectives to return management of the facility to the Department of Justice, and in accordance with the requirements of the contract, any additional extension options have not been exercised.
(ii) The reintegration program delivery needs of young men will continue to be met throughout the estate at sites such as Wooroloo, Karnet and Pardelup Prison Farms and the Bunbury Regional Prison Pre-Release Unit.
(iii) Similar reintegration services for young women are currently in place at Boronia Reintegration Facility and Melaleuca Remand and Reintegration Facility.
