54. Hon LYNN MacLAREN to the minister
representing the Minister for Environment:
I refer to the Environmental
Protection Authority's former offsets policy, ''Environmental
Offsets: Position Statement No. 9''.
(1) Please name
all the public environmental review assessments conducted between January 2006
and August 2014 that resulted in an Environmental Protection Authority recommendation
that offsets be a condition of approval.
(2) For these assessments identified
in (1), please name those in which —
(a) the EPA
omitted to refer to ''Position Statement No. 9'' in its final
report and recommendation on the proposal; and
(b) minutes of
the EPA's deliberations on that assessment show no reference to ''Position
Statement No. 9''.

Providing the requested information would take considerable time and resources—we
are talking about 14 years of work the member is asking for—and I do
not consider that to be an appropriate use of the agency's time, given
all Environmental Protection Authority reports are publicly available.
(b) The minutes
of all Environmental Protection Authority meetings are publicly available at
the Office of the Environmental Protection Authority, level 8, 168 St Georges
Terrace, Perth, in accordance with section 14(2) of the Environmental
Protection Act 1986 and regulation 2B of the Environmental Protection
Regulations 1987.
My own comment is that I suggest the
member ask her researcher to do the work.
