TRAINING PROVIDERS — HIGH-RISK WORK LICENCE
1465. Hon ADELE FARINA to the
Leader of the House representing the Minister for Training and Workforce Development:
(1) What is
the Minister for Training and Workforce Development doing to address the
loophole in the legislation that allows businesses that are not registered training
organisations to deliver training in WA and that has resulted in WorkSafe, in
at least one instance, issuing a notice warning workers undertaking training
with a particular training provider that they may not receive a high-risk work
licence after their training because statements of attainment issued by that
training provider will not be accepted by WorkSafe?
(2) What
avenue is available to workers who have completed training with such training
providers to have their money refunded?
(3) Will the minister
introduce a bill to amend the relevant legislation to prohibit businesses that
are not registered training organisations from delivering training in WA?
(4) If not to (3), why not?
(5) Given the
number of un-reputable training providers operating in the state, what benefit
does the Training Accreditation Council provide that is not delivered under the
national registration system?

I thank the honourable member for
some notice of the question.
(1) No loophole
exists. A person or business must not claim or purport to provide an approved
vocational education and training course if the person is not a registered
training provider. These matters are investigated and considered for
prosecution.
(2) This question should be referred
to the Minister for Commerce.
(3)–(4) Not applicable. See answer to (1).
(5) The
minister is not familiar with the term ''un-reputable training provider''.
The Training Accreditation Council is able to exclusively focus its resources
on state-based training risks.
