On behalf of the Minister for
Emergency Services, I thank the honourable member for some notice of the
question. The Department of Fire and Emergency Services advises as follows —
(1) The
contractor will be required to: provide a critical messaging solution,
including generic platform, associated tools, software services and hosting
arrangements for all relevant government agencies; develop and provide hosting
for a public facing website to display alerts, warnings and incident
information; provide configuration, customisation, design and integration
services as required to ensure the critical messaging solution and the
externally hosted alerts and incident website meet emergency public information
requirements and can be efficiently and effectively integrated with other DFES
and agency systems; and provide training, maintenance and support services.
(2) Yes.
(3) The time
frames are as follows: the messaging system is expected to be in place by
November 2016 and the contract to have commenced on 15 February 2016. Current
milestones include design and development by June 2016, testing of core
solution by August 2016 and integration by November 2016. These milestones are
estimates only and will be reviewed following a detailed analysis to be
conducted during the design phase.
