I draw the Minister's attention to the Stratton Review of the Operation and Effectiveness of the Building and Construction Industry Training Fund and Levy Collection Act (the Review), and I ask: (a) the Review made a number of recommendations, when will the Government provide a timeline on its response and plan for the recommendations in the report and if not, why not; (b) the 7th dot point of the recommendations calls for the “withdrawal of the current exemption applying to engineering construction projects in the resources sector and consider applying a tiered levy based on project value,” will you support this suggestion and if not, why not; and (c) Western Australia has the worst ratio of apprentices to trades people in construction in Australia (according to the National Centre for Vocational Education Research Report 2014a; table 12); given this statistic, please explain to the House and the Broader community, why the government has failed to act on the recommendations contained in the Review?

(a) The review concluded that the Construction Training Fund is operating effectively and contributing to an increase in skilled workers in the construction industry. The review made a number of recommendations, the majority of which the Government has endorsed and which are being acted on.
If the Member has concerns about any particular recommendation, I request that a specific question be put on notice.
(b) Withdrawal of the current exemption applying to engineering construction in the resources sector was the only recommendation not supported by the Government.
(c) Refer to (a).
