(2) (a) In late 1999 Transperth undertook a successful six-week trial of an on-board television system to gauge public support for the provision of this type of service. The trial comprised both audible and non-audible viewing. In the non-audible trial, passengers could only hear the sound via a provided earpiece. Passenger reaction to both trials was very positive with the non-audible reaction being the most positive with 84% of passengers stating that this facility would make the journey better, while no one believed that it would make the journey less pleasant. Additionally, 95% of passengers believed that the introduction of this type of service shows that Transperth is being innovative in the pursuit of improving passenger comfort. As a result of the trial, Transperth called for Request for Proposals for the provision of this type of service in the State Government Tenders section of The West Australian on Saturday 16 June 2001. Transperth's preference is to have a system that is only capable of being heard via a normal FM radio with headphones or an earpiece. That is, the system will be not be audible by any person unless that person provides their own radio, tunes it into the bus channel and listens to the programming content via headphones or an earpiece. (b) Nil - The Contractor is expected to meet the cost of providing all equipment, software and licences necessary to operate the on-board television service and defray these costs from the advertising revenue derived. Revenues accruing from the sale of advertising rights are estimated to be in the order of $1 million per annum. Respondents will be required to nominate details of a guaranteed revenue sharing arrangement that will apply plus the number of buses to be incorporated into the system. It is envisaged that Transperth could receive as much as 20% of the advertising revenue, which is estimated to average $200,000 per annum, or $2 million over the life of the contract. (c) Respondents will be required to provide an installation plan that details the installation schedule and the strategy that will be adopted to ensure there is no disruption of bus services to meet installation requirements. Respondents must also be able to ensure that a positive relationship is maintained with Bus Operators at all times. (d) It is estimated that by the time of tender close, approximately 275 new low floor Mercedes NH405 buses will be available, with approximately 65 additional new buses per annum being made available for the following 10 years. (e) This television innovation is only being evaluated by Transperth at this time. It is Transperth's intention to provide this type of system in all low floor buses if a suitable contractual arrangement can be negotiated. The conversion of the current bus fleet to low floor should occur in about 2011. (2) (a) In late 1999 Transperth undertook a successful six-week trial of an on-board television system to gauge public support for the provision of this type of service. The trial comprised both audible and non-audible viewing. In the non-audible trial, passengers could only hear the sound via a provided earpiece. Passenger reaction to both trials was very positive with the non-audible reaction being the most positive with 84% of passengers stating that this facility would make the journey better, while no one believed that it would make the journey less pleasant. Additionally, 95% of passengers believed that the introduction of this type of service shows that Transperth is being innovative in the pursuit of improving passenger comfort. As a result of the trial, Transperth called for Request for Proposals for the provision of this type of service in the State Government Tenders section of The West Australian on Saturday 16 June 2001. Transperth's preference is to have a system that is only capable of being heard via a normal FM radio with headphones or an earpiece. That is, the system will be not be audible by any person unless that person provides their own radio, tunes it into the bus channel and listens to the programming content via headphones or an earpiece.
