Why?

For the reason that we want to consider issues around debt. It is simple. It is
a very, very simple equation. I have to tell the member for Victoria Park that
people in the community who have been talking to me understand that governments
have an obligation to respond to the sort of announcements made last week by
Standard and Poor's. It has given us a window of opportunity through
which we can retain our AAA credit rating, and we will do everything we can to
regain it.
