Following constant requests from concerned parents at the Binnu Primary School regarding the loss of their acting principal due to a system that appears to be in direct conflict with the minister’s outcomes-based policy - (1) Is the minister aware that the Binnu Primary School has had six principals in eight years? (2) Will the minister support the parents and students of Binnu Primary School in trying to retain the incumbent who has proved to be an outstanding contributor to the education of the children and the district as a whole? I thank the honourable member for some notice of this question. (1)-(2) I first of all say that staffing policy has no bearing on the outcomes and standards framework. That is the first thing, so it is a very long bow. I am aware of the situation at Binnu Primary School. The honourable member should know that staffing matters do not relate to outcomes-based policy. Under the terms of the Public Sector Management Act 1994, all staffing matters are the responsibility of the director general as the employing authority, and he is required to act independently. All appointments made by the Department of Education and Training and all other public sector agencies must comply with the Public Sector Management Act 1994, the recruitment, selection and appointment standards and the Equal Opportunity Act 1984.
