BUNBURY REGIONAL HOSPITAL — TREATMENT OF MRS DOROTHY COWPERTHWAITE
I refer to the treatment of 84-year-old Mrs Dorothy Cowperthwaite at Bunbury Regional Hospital on 27 January 2011. I apologise if I am not pronouncing Mrs Cowperthwaite’s name correctly. Mrs Cowperthwaite was referred by her doctor at 2.00 pm for an urgent blood transfusion. She arrived at the hospital at 3.30 pm but was not taken to a treatment room until 10.30 pm and was not seen by a doctor until 12.30 am or admitted to a ward until 4.00 am on 28 January. (1) Have her concerns about the unreasonable wait been investigated; and, if not, why not? (2) If an investigation has been conducted, who did so and what recommendations or actions have been taken to ensure that this does not happen again? (3) Why did she have to wait nine hours from the time of her arrival to see a doctor? (4) What steps did the hospital staff take to make her comfortable during this wait? (5) Will the minister release the report of this investigation? Hon HELEN MORTON

I thank the honourable member for some notice of this question. (1) Yes. (2) The investigation was conducted by the senior management team at Bunbury Regional Hospital. Actions taken included confirmation of the current process to allow patients to be directly admitted to other units of the hospital as a planned admission within the division of general practice and the continued implementation of clinical service improvements to meet the four-hour rule program performance indicators. (3) On 27 January 2011, a surge of inpatient numbers occurred, resulting in multiple, critical and very unwell patients requiring urgent care. (4) Mrs Cowperthwaite was initially assessed by an emergency department nursing staff member and she was monitored by nursing staff during her time in the emergency department. She was assessed by the emergency department’s medical staff and referred to the medical inpatient team. Mrs Cowperthwaite was provided with regular beverages and meals. (5) Mrs Cowperthwaite’s care has been reviewed through the normal consumer feedback process and it is also being investigated clinically as an AIM report under qualified privilege. The outcome of the review will be discussed with Mrs Cowperthwaite.
