(b) At the request of the APC it was arranged for producers to check the list and see that they were correctly enrolled. Producers were given one month to view the list at their local Department of Agriculture office and were advised of this on 9 October in the Notice of Poll advertised in state-wide newspapers and by direct mail to all known producers, whether considered eligible or not. The viewing time was till the closing off date on 11 November and the list then finalised. The poll documents were posted to the eligible producers on 12 November. The ballot closes on 26 November 2003. (c) Producers will find that when casting their vote they must reconfirm and certify their eligibility to vote at the poll. At the counting of votes on 27 November the Returning Officer in the presence of scrutineers, one for the "yes" argument and one for the "No" argument, will check the eligibility of the voter. (a) The floriculture group in the Department of Agriculture developed the primary list. The list of eligible producers for the poll was prepared from various industry sources, this included flower exporters and wholesalers as well as Flowerswest and floriculture officers of the Department of Agriculture. A significant number of people of doubtful eligibility were contacted direct during preparation. The list of producers was provided to the APC on a confidential basis. The APC mailed out letters to 72 people on the list still considered doubtful, and if they did respond they were also removed from the list.
