Attorney General representing the Minister for Emergency Services:
My question is C652. I refer to the proposed reclassification
of volunteer marine rescue vessels under the proposed national system for
commercial vehicle safety, which will have the effect that many VMR volunteers
will not be trained to the requisite commercial qualification level required
for vessels under the new classification.
(1) What
measures or negotiations are taking place to ensure marine rescue vessels are
given a special classification to enable volunteers with existing training to
work on them without having to acquire the more stringent commercial
qualifications?
(2) What
measures are in place to ensure volunteer levels can be maintained?
(3) What plans
will the Department of Fire and Emergency Services put in place to urgently
deliver additional training for volunteers?

Hon MICHAEL MISCHIN : That explains it, because I have only
questions (1) and (2) and answers thereto. I will answer the first two
questions. As for the third, it seems to have vanished off the page.
On behalf of the
Minister for Emergency Services, I thank the honourable member for some
notice of the question.
(1) The
Department of Fire and Emergency Services, the Department of Transport Marine
Safety WA and Volunteer Marine Rescue WA are working on this proposed
legislation and are in discussions with the Australian Maritime Safety
Authority. The discussions and consultations are focussed on all measures and
outcomes that will directly impact volunteers, with the provision of volunteer
marine rescue services.
(2) The
Department of Fire and Emergency Services, in consultation with Volunteer
Marine Rescue WA, continue to work together to ensure no volunteer will be
adversely impacted by the national system for commercial vessel safety and its
potential impact on volunteer marine rescue vessel manning requirements.
