739. Hon STEPHEN DAWSON to the Minister for Housing:
I refer to the finalising of
commercial terms between the Housing Authority and Fleetwood Corporation in
relation to Osprey Village.
(1) Will the
Housing Authority continue to pay licence fees to Fleetwood; and, if so, what
is the monthly or yearly amount it will pay?
(2) Will the
Housing Authority continue to pay management service fees to Fleetwood and, if
so, what is the monthly or yearly amount it will pay?
(3) Did the
Housing for Workers Joint Steering Committee approve the final commercial terms
between the Housing Authority and Fleetwood; and, if not, why not?

some notice of the question.
(1) No, as the
dwellings are now owned by the Housing Authority.
(2) Under the new
commercial arrangements, Fleetwood will continue to manage the Osprey Key
Worker Village in return for a management fee. The management fee includes all
costs in relation to vendor financing and management expenses and is subject to
a minimum of $3.8 million per annum. This is offset by rental income generated
from the village, which at present exceeds this amount.
(3) No. The
Housing for Workers Joint Steering Committee makes recommendations on royalties
for regions investment under the housing for workers program, which considered
the $20 million royalties for regions contribution, and is not the appropriate
body for approval of the overall investment and contractual agreement.
Approval rested with the Housing
Authority under the Housing Act 1980, and included consultation with the
Department of Treasury and the Housing Authority's investment
committee, which includes external representatives, on the progress of
negotiations and options being considered by the Housing Authority. In
particular, they provided input and advice on the preferred option, which
formed the basis of the final agreement. In addition, specialist technical and
legal advice was obtained.
