1-2. The 2005 Lecturers Certified Agreement (clause 31.1.2) gives the discretion to the employer to negotiate the commencement salary of new employees beyond the minimum rate, having regard to the skills, knowledge and experience as well as the specific demands for those skills in each region. For example, it may be that it is very difficult to attract a Plant Mechanic lecturer to the Pilbara, but relatively easier in the Great Southern.
Given the different mix of courses offered by each college and the varying demands for specific skills in each region, the salaries of lecturers will vary accordingly.
3-5. South West College of TAFE has advised me that one instrumentation course containing 10 students was temporarily cancelled in July 2007 due to the resignation of the instrumentation lecturer. The College has secured the services of an experienced specialist lecturer in instrumentation in collaboration with Swan TAFE. Communication has occurred with all students and their employers to determine the learning program to ensure all students complete their 2007 program.
6-7. I have been advised by South West College of TAFE that training record books have been provided to all apprentices including Stage 1 students. Distribution of the electrical trades training record book was delayed as a consequence of the development of the new national training package this year. This impacted on all training providers delivering this trade and providers were required to develop a new training record book based on the new training package.
8. Pre apprentice and VET for schools programs are planned for 2008 in accordance with industry advice on local needs, and negotiations with regional public and private schools, with enrolments occurring in February 2008. The college continues to recruit lecturers on a needs basis and particularly at the end of each year in accordance with the planned program and associated work force requirements for the following year.
