I refer to the disused mine void known as Black Diamond located west of Collie and ask: (a) who is the responsible authority or department for this site/area; (b) what services are provided by the responsible authority for rubbish, sanitary and safety; (c) what, if any, consultation with community and adjoining land holders has/will take place on the future of the mine void known as Black Diamond; (d) what rehabilitation is proposed for the area and on what time frame will it be delivered; and (e) what budgeted money is available if rehabilitation work is to occur?

The Department of Mines and Petroleum (DMP) advises:
(a)
The location of the Black Diamond pit includes areas of free hold title, road reserves and crown land. Therefore, the Shire of Collie, the Department of Lands and free hold private land holders have responsibilities for respective areas of the site. The pit was once part of a mining operation and DMP is offering to facilitate and coordinate stakeholder consultation to develop a rehabilitation strategy for an appropriate and safe land use outcome.
(b)
DMP has been advised that the Shire of Collie has provided bins at the site, any safety and sanitary issues are the responsibility of the respective landholders described in (a).
(c)
DMP is proposing an extensive and inclusive stakeholder consultation process to develop a plan for the Black Diamond site that meets stakeholders' requirements.
(d)
No rehabilitation works are currently proposed for the Black Diamond site.
(e)
No funds are currently allocated to works on the Black Diamond site. However,
interest
income derived from the the Mining Rehabilitation Fund may be used to contribute to the costs of rehabilitation once a plan has been agreed to by all parties.
