Hon Peter Foss requested details on WA Government advertising campaigns for 2004-2005, including objectives, dates, budgeted and actual costs. The response provides campaign objectives, commencement dates, proposed media values, and approval processes for campaigns exceeding $40,000, but declines to provide detailed production cost breakdowns due to resource constraints, referencing a similar past response.

(d) the actual total cost of the campaign?
The media values of the individual campaigns are clearly labelled in the table provided and is in no way an attempt to disguise the production component. To source and provide each and every production invoice for each and every component of an advertising campaign across every department and agency would be a massive task. In the words of Cheryl Edwardes, Member for Kingsley, as used in her response to Question On Notice 539 dated Tuesday 17 November 1998: "To provide finite costings of production and other associated costs would require the direction of significant resources to provide this information. I am not prepared to allocate the resources required to provide this information. If, however, the member has a specific request regarding further costs associated with a particular agency's advertising I would be prepared to consider the member's request." It should also be noted that we have provided total media spend, not differentiating between TV, radio, press and outdoor advertising. In each case, the table provides what was/is: (a) the objective of the campaign; (b) the commencement date of the campaign; (c) the proposed media value of the campaign; and (d) approval of advertising campaigns exceeding $40,000 is based on a nominated budget value. Any agency seeking to exceed the approved amount should resubmit their application for approval of the increased amount. If more specific information about a particular campaign is sought by the member, the request will be considered. [See paper No. ]
