(1) The number of inspections undertaken every year is risk based, and at least once a year to verify compliance against commitments in the approved safety case. The inspection regime is supported by assessment of management plans, and the use of third party validation for licence renewals. The Department of Mines and Petroleum (DMP) resumed direct responsibility for undertaking these inspections from the National Offshore Petroleum Safety Authority (NOPSA) in January 2009.
This regulatory activity is the subject of a joint inquiry with the Commonwealth into the Varanus Island gas explosion. I will be tabling the report of the inquiry in Parliament.

Inspections by DMP officers focus on auditing actions by the operators in accordance with commitments made in the safety management system (part of safety case). Methods that may be used include the physical examination of items of equipment and systems as well as the operator's records of inspection, maintenance and testing. Inspectors will also spend time talking to personnel.

The Safety Case is an interactive process between regulators and operators. Reporting happens through records, meetings, audits (inspections) and follow-up, incident reports and proposals for additional facilities.

The responsibility resides both with the facility operator and DMP.
