Mr DAY to the Premier: I refer to recent comments by the Minister for the Kimberley, Pilbara and Gascoyne at a conference in Broome, at which he was representing the Premier, when he said he supports the concept of a guaranteed proportion of mining royalties being paid to local government authorities when mining is conducted under state government Acts, and ask - (1) Does he agree with his minister? (2) If the answer to question (1) is “Yes”, when will this policy be put into effect? (3) If the answer is “No”, will he discipline his minister for misleading residents of the Kimberley, Pilbara and Gascoyne about the Government’s intentions? Dr GALLOP

(1)-(3) I wonder where the member was during the election campaign. One of the most prominent features of the Labor Party’s platform during the election campaign was a commitment to set up a regional investment fund. I travelled the State spreading that message. I made it clear that the money in that fund would be dedicated to the provision of infrastructure for regional Western Australians. I remind members that the revenue coming into the State will be put into a fund and spent only in regional Western Australia. That is what I call a commitment to regional Western Australia. This Government is unlike the previous Government which presided over the decay of regional services and infrastructure. The member’s question was answered during the election campaign and it will be further answered when we have the pleasure of setting up the fund and putting in place processes that will allow applications to be lodged. This fund will provide for the development of infrastructure to create new jobs and opportunities for people who live in regional Western Australia, and, most importantly, to ensure that they have equal access to those jobs and opportunities.
