(1) Western Australia has constructed a pricing framework for the procurement of training to meet the state’s skills needs that is equitable, market competitive and provides value for money. Western Australia funds training which is based on the curriculum hours associated with each qualification and which more accurately reflects the true cost of delivery. In addition, the price paid to RTOs includes regional loadings to reflect the extra cost of delivering training in regional and remote areas. The loadings can be up to 215 per cent of the price paid in the metropolitan area. The 2010 rate paid for the equivalent successful completion of the qualification SIT 30707 ranges from $4 502 in the metropolitan area to $9 680 in the Kimberley region. (2) I am not aware of any contracted RTOs who are insolvent as a result of the department’s contracting arrangements. Contracted RTOs are continuing to deliver and report training activity in accordance with funding agreements.
