LIQUOR RESTRICTIONS — CARNARVON
1497. Hon NEIL THOMSON to the minister representing the
Minister for Racing and Gaming:
I refer to the review of the
Carnarvon alcohol restriction evaluation to analyse 12 months of
pre-restrictions and 12 months of post-restrictions in Carnarvon and Gascoyne
Junction currently being undertaken by KPMG to determine economic, community
and health outcomes.
(1) When was the review initiated?
(2) How was this review advertised
and communicated?
(3) Was an
opportunity for consultation extended to include individual residents of the
towns of Carnarvon and Gascoyne Junction; and, if not, why not?
(4) How many
businesses have been consulted?
(5) How many residents have been
consulted?
(6) Will the results of the review
be released; if yes, when will this occur; and, if not, why not?
(7) How many
people have been cautioned or charged because of breaches of carriage limits
within the Carnarvon and Gascoyne Junction area?
(8) How many times has alcohol been
confiscated as a result of the restrictions?

that questions be concise. My understanding
of concise is also that large volumes of data are not sought. I will see
whether the minister is able to provide an answer and hope that that may

not be in breach of standing order 105, I am confident that standing order 106
is not being breached by the answer.
The Department of Local Government,
Sport and Cultural Industries has advised the following.
(1) It was initiated on 17 June.
(2) Key local stakeholders were
advised in writing.
(3) To maximise
information and feedback in the time available, consultation has focused on key
industry stakeholders, health and social service providers directly dealing
with the Carnarvon community, as well as local and state government agencies
associated with the minimisation of alcohol-related harm.
(4) There were 22
businesses consulted.
(5) Refer to (3).
(6) It is
expected that the review report will be provided to the director of Liquor
Licensing. The release of the report will be at the discretion of the DLL.
The Western Australia Police Force
has advised the following.
(7) Table 1 lists
offenders cautioned or charged under section 109A of the Liquor Control Act
1988 between 4 May 2023 and 13 November 2024.
