I thank the
member for some notice of the question.
It is necessary that I give this
background before I answer the question. As background, I advise that on 5 October
the Western Australian and commonwealth governments signed an agreement for
Western Australia to join the National Disability Insurance Scheme from July
2014. There will be two national launch sites in Western Australia. One launch
site will use the Western Australian service model known as My Way and the
other launch site will follow the National Disability Insurance Agency—previously
known as DisabilityCare Australia—model. Therefore, the My Way trial
sites that currently exist in the lower south west and in Cockburn–Kwinana
will become My Way launch sites with combined commonwealth and state government
funding from July 2014.
(1)–(2)
Negotiations between the Mental Health Commission and the Disability Services
Commission about including people with psychosocial disability in My Way are
not yet finalised. There is agreement in principle that service providers
currently approved by the Mental Health Commission to provide services in the
lower south west will be approved to do so in My Way. I add that that is not
all that will be approved, but those that currently do will be approved as part
of that process.
The services approved by the
Mental Health Commission in this region are Lamp Inc, Pathways SouthWest Inc
and Tender Care, which all provide personalised support and family and carer
support. Enable Southwest provides individualised community living services and
Richmond Fellowship of WA provides staffed residential services.
(3) Currently,
no services are being provided by My Way to people with mental health illnesses
as the joint commonwealth and state government My Way launch site does not
start until 1 July 2014.
(4) Since July
2013, 88 people with disability not previously funded by the Disability
Services Commission have been approved for funding in the lower south west
through the My Way trial site.
