I refer the Minister to the $150,000 FESA Levy publicity campaign, and ask -
(1) Can the Minister explain why the campaign did not clearly inform the community that the new levy system will raise some $60 million more than the previous insurance system?
(2) Why did the Minister mislead the community with her claims of an extra $18 million for FESA from the Government under the new system when, in fact, that is the amount left after Labor has cut direct budget funding to FESA by $19 million?
(3) Has a new rate factor, to be applied to property values, been set for next year, and if so, what will it be?

1. The Emergency Services Levy (ESL) will not raise $60 million more than the previous insurance system.
2. I have not at any time mislead the community. The figures quoted by the member do not correlate or reconcile with the published 2003-04 Budget Statements. The introduction of the ESL in 2003-04 is State Budget neutral. This is demonstrated in the published 2003/04 Budget Statements, which shows the State Government's contribution for this year and the three forward years up to and including 2006/07. The total State Government contribution to the Fire and Emergency Services Authority (FESA) (direct appropriation and the State Government property ESL charge) remains consistent over this period.
