ABSENCES — SECURITY UPGRADE
415. Hon SUE ELLERY to the Minister for
Disability Services:
I ask this question on behalf of Hon Amber-Jade Sanderson, who is out
of the house on urgent parliamentary business.
(1) Have any
residents absconded from the centre in April or May 2016; and, if yes, on how
many occasions and when?
(2) Have any
residents not returned on time from an approved absence during April or May
2016; and, if yes, how many late returns have there been, when did they occur
and how long were they gone?
(3) How much has
been spent to date upgrading the security following the absences on New Year's
Eve 2015?
(4) How much is
planned to be spent upgrading the fence that was identified as deficient
following the absences on New Year's Eve 2015?
(5) Why was the
local community not consulted prior to the decision to increase the size of the
fence from 2.1 metres to 4.5 metres?

I thank the member for some notice
of the question.
(1) On Sunday, 8 May 2016, one
resident absconded. He was safely returned within four hours.
(2) No.
(3) Although work
has commenced on the security upgrade, no invoices have yet been paid by the
Disability Services Commission.
(4) The amount is
$640 000, of which approximately $150 000 will come from an underspend on the
original construction project. The upgrade includes structural enhancements, an
anti-dig plinth and enhanced motion-detection technology.
(5) The security
upgrade at the disability justice centre includes an increase in the height of
the internal fence and will not have a visual impact for the local community. I
understand that at a meeting of local residents held on Wednesday, 20 January
2016, the former Minister for Disability Services advised that the height of the
internal fence would be increased as part of the security upgrade. This
modification was based on a comprehensive security review undertaken by the
Department of Corrective Services and an external consultant.
