PERTH MAJOR SPORTS STADIUM
460. Mrs G.J. GODFREY to the Minister for Sport and
Recreation:
I noted with interest that, along with the Premier, the
Minister for Sport and Recreation recently released a summary of the new Perth
stadium titled ''Delivering the new Perth Stadium: Request for Proposals
Overview August 2013''. Will the minister advise the house what this
document tells us about the new stadium and the sports precinct development?

I thank the member for Belmont for the question; her
electorate is near the new stadium. Members who head out Burswood way will have
noticed that a lot of action is taking place there, with the pre-construction
site works underway and going well.
The official ''Request for Proposals'' document
is an informative, thorough and very large document of around 2 000 pages. Over
the past few weeks, it has been released to the three shortlisted consortia in
two tranches to enable them to get their heads around it and start working
through it. The ''Request for Proposals Overview'' is a public
document and is a brief summary of that request for proposals document. Those
two documents are significant because they form the basis for the design and the
budget proposals to prepare for the state. They set out a range of minimum
standards and designs that must be met and paint a picture of what the state
wants and needs in the stadium. They are the result of two and a half years of
planning and consultation and the involvement of many community groups. For
example, along with the normal requirements, such as standard seat sizes,
sightlines and corporate boxes, the stadium will include two on-field
super-screens of at least 20 metres by 12 metres, wi-fi coverage throughout and
quiet areas for talking on and recharging mobile phones. The flexibility of the
oval and the pitch will allow it to be reconfigured for a variety of sports.

The member for Warnbro should know that sport and recreation is an important
part of our community and health, and the stadium is an important part of that.
Mr M.P. Murray :
How many kids will play there?

hope we get some from Collie.

How many will come from the country and run there?
Mr T.K. WALDRON :
It is interesting that I hear the member for Collie say, like I do, that good
sportsmen and women come from the country.
The flexibility of the pitch allows it to be reconfigured for
all different types of sports, while not compromising the experience of the
fans. A range of food and beverage options, buffets and bars—the whole
works—will be available throughout the stadium.
The three consortia are undertaking the interactive tendering
process with the project team, which is an important phase of the project. They
will present fully costed and detailed proposals in December this year and then
there will be an extensive evaluation period. The successful consortium will be
approved in June 2014 and construction of the stadium will commence by the end
of 2014. I want to say a couple of things to wind up.

The pre-construction works involve putting in place over 80 000 wick drains. Sand
is piled on top and a local Western Australian firm, Ertech Keller Joint
Venture, is doing a fantastic job on the compaction work. As the government
promised, the stadium is on time and on budget.
