Leader of the House representing the Premier:
I refer to the Premier's media statement of 26
October 2015 about a state government tourism precinct development in Kalbarri
National Park.
(1) Who made
the decision to provide government funding for the development, and when was
the decision made?
(2) Did the Premier exclude himself from that decision-making
process; and, if so, for what reason?
(3) Did the decision go to cabinet; and, if so, when?
(4) If yes to (3), did the Premier exclude himself from the
cabinet process; and, if so, on what grounds?

(1) The
proposal to provide royalties for regions funding was brought to cabinet by the
Minister for Regional Development.
(2) Not applicable.
(3) The decision was made by cabinet on 19 October 2015.
(4) The
Premier did not excuse himself from cabinet, as there was no conflict of
interest, although he did declare his son's interests in Port Gregory
land to the cabinet secretary via his Ministerial Code of Conduct disclosure
statement. It should also be noted that at the time of this decision, the
Premier was not the Minister for Tourism.
