(1) In view of the rapidly rising oil prices as a result of global fuel depletion, will the Minister explain what steps, if any, the Government is taking to protect the Western Australian public and industry from escalating prices and fuel shortages?
(2) Has the Government finalised and implemented its Transport Energy Strategy, which the Minister promised to complete during the previous term of Government?
(3) If not, why not?
(4) Is the Minister aware that several other States and nations are encouraging fuel diversification through subsidies or regulations in favour of biofuels?
(5) What plans, if any, has the Government made for biofuel use in public transport in Western Australia?
(6) Does the Government plan to purchase and deploy more hydrogen fuel cell buses?
(7) In view of Western Australia’s vast resources of natural gas, what plans has the Government made to encourage the wider use of CNG as a motor fuel?

(2)-(3) The Transport Energy Strategy Report has been presented to the Minister for consideration. An implementation strategy is being prepared. (4) Yes. Fuel diversification is one element of the STEP (Sustainable Transport Energy Program) project which the Minister implemented in January 2003. The advantages and disadvantages of each possible fuel needs to be evaluated in the light of issues such as availability, environment, energy and emissions. Examination of experience in other jurisdictions in Australia and internationally is also being carried out. Biofuels are one possible fuel in a suite of possible transport energies. It is anticipated that the proposed Murdoch University Centre of Excellence in Sustainable Transport Energies will carry out some of these tasks. (5) The Public Transport Authority facilitated discussions between a bio-diesel provider and several Transperth bus operators but no agreement was reached. (6) No (7) The role of CNG in light vehicle transport energy internationally is being examined. The Member is referred to the detailed response to his Question Without Notice 404 and 28 June 2005.
