37. Hon Tjorn Sibma to the parliamentary secretary
representing the Minister for Health :
I refer to the
so-called "team approach" to the management of Western Australia's
public health system.
(1) Was the director general of WA Health or any
of the chief executives of the health services consulted on these portfolio
changes before the 22 March announcement?
(2) How many times since the 22 March announcement
has the new cabinet subcommittee for health coordination met?
(3) Who provides the secretariat function for this
subcommittee?
(4) Are each of the respective Ministers for
Health Infrastructure, Preventative Health, Aged Care and Seniors, and Medical
Research subordinate to the Minister for Health?
(5) Will each of these ministers draft their own
budget submission for consideration by the Expenditure Review Committee or will
the Minister for Health be the lead minister for this purpose?
(6) Where does the buck stop?

I thank the
honourable member for some notice of the question. The following has been
provided by the Minister for Health.
(1)–(6) The Premier determined the
portfolios and collaborative team approach to health as part of the government's
vision for the delivery of health care in Western Australia. The Department of
the Premier and Cabinet will provide secretariat and administrative support to
the cabinet subcommittee for health coordination. The Minister for Health is
the lead. The health coordination ministers' subcommittee has met once and
ministers will continue to work together as a collaborative team to oversee
functions of the health portfolio.
