I have a supplementary question. I refer to the second part of my question. How will this five-point plan be of any benefit to rural organisations that are currently disbanding because of the pressure being placed on them by public liability insurance premiums? Dr GALLOP

Those five points are part of what needs to be a nationwide approach. That will impact on not only non-metropolitan communities but also metropolitan communities. Our community has a major difficulty that must be addressed. Each State Government, of itself, is not sufficient to deal with the issue; the Commonwealth must work with the State Governments to deal with it.
