The Auditor General’s third public sector performance report of 2005 commented that unauthorised drivers tend to be high-risk drivers who are over-represented in fatal or serious car crashes - 10 per cent according to one study. The report found that neither the Department for Planning and Infrastructure nor the police has comprehensive or reliable data on the incidences of unauthorised driving in the general community in Western Australia.
