Rise development, and has been identified for inclusion in the Ocean to Preston
Regional Park, and I ask: (a) who is the registered title holder (owner) of
the land; (b) has the land been
included in the Ocean to Preston Regional Park; (c) if no to (b), what action is
required to effect the addition of the land to the Ocean to Preston Regional
Park; and (d) what is the reason
for the delay in adding the land to the Ocean to Preston Regional Park? (2) Who is the register
title holder (owner) of each Lots 881, 882 and 883 Koombana Drive, Bunbury and
adjoining land holdings? (3) In relation to each

(1)(a) I assume the Member is referring to Lot 9000 on Deposited Plan 61603
and being the whole of the land comprised in Certificate of Crown Land Title Volume 3163 Folio 475 which is south of Somerville Drive, College Grove. Lot 9000 is unallocated Crown land (State of Western Australia).
(b) The portion of Lot 9000 which is currently reserved Regional Open Space under the Greater Bunbury Regional Scheme (GBRS) is included in the proposed regional park. The balance of Lot 9000 is reserved Urban under the GBRS and is not at this stage included in the proposed regional park.
(c) With regard to the land reserved Urban there will need to be an amendment to the GBRS.
(d) If the Member is enquiring about the land reserved Urban, the timing of the amendment to the GBRS will be determined under the College Grove Venture Agreement. The parties of this agreement will work towards appropriate future tenure arrangements to meet the commitment that there will be no further subdivision development south of Somerville Drive within Lot 9000.
(2-4) Lot 881 is held in freehold by the City of Bunbury (City) and Lot 882 and Lot 883 on Deposited Plan 220037 is currently a crown reserve managed for the purpose of “Parks and Recreation” by the City of Bunbury.
(5) The current College Grove Joint Venture agreement provides for the transfer of land for the purpose of the joint venture and transfer of land to the City in lieu of the termination of the previous agreement between the City, State of Western Australia and Western Australian Land Authority.
With regard to the Joint Venture Land, all lands have been transferred except Lot 891 on Deposited Plan 56989, Certificate of Crown Land Title Volume 3155 Folio 23. With regard to the City of Bunbury land, all lands have been transferred except for Lots 882 and 883 Koombana Drive.
(6) With regard to Lot 891 the transfer will occur following the gazettal of the intended rezoning under the City of Bunbury Town Planning Scheme 7.
With regard to Lots 882 and part of Lot 883, this land will be placed under management of the CALM Executive Body for the purpose of “State Government Offices, Conservation, Visitor and Education Facilities” to enable the construction of the proposed Department of Parks and Wildlife (DPaW) facility.
