I refer to the Premier’s March 23 2004 announcement that the State would provide $48.4m towards projects in Ravensthorpe and Esperance to facilitate BHP Billiton’s $1.4b Ravensthorpe nickel project.
I ask the Premier to -
(1) Identify in the Budget Papers, including the forward estimates, where these provisions have been made?
(2) Advise what existing provisions for other projects, works, etc, will be foregone if provisions have not already been made for the $48.4 million assistance package?

- $18 million in total across the forward estimates appears under the Department of Industry and Resources on pages 841 and 863 in Volume 3 of Budget Paper 2 (Ravensthorpe Infrastructure Package), with a further $420,000 allocated to the department in 2002/03; - $9 million in 2005/06 appears under the Esperance Port Authority as a borrowing requirement on page 812 in Volume 3 of Budget Paper 2. A further $10 million is required to be invested at the port, for which the State is considering financing options. The outcome of this consideration will determine the budgetary implications; and - $11 million, funded across the forward estimates for the State Housing Commission’s ongoing construction and purchase of houses and refurbishment programs. Funding for the Construction and Purchase of Houses 2004/05 Program ($106.566 million) is shown on page 1097 in Volume 3 of Budget Paper 2. The Commission’s refurbishment program is not part of its capital works program and is therefore not included in the Budget Statements. (2) Not applicable.
