Given that police lock-ups need to be of a certain standard to ensure security, the wellbeing of prisoners and integrity, and given that CCTV is an important tool for maintaining these standards, I ask — (1) Can the minister contemplate any circumstance where the operation of such equipment would not be regarded as vital?
