I thank the member for some notice
of the question.
(1) It is Technical Services Group
Pty Ltd.
(2) The total
cost is $309 530, including GST, comprising $298 530 for the original contract
award plus a once-off cost of $11 000 for additional bandwidth and inclusion of
the Fringe World fairground site for the first month of operation from 29
January to 29 February 2016.
(3) It was a request for quotation
tender arrangement.
(4) There were two, in line with
this type of tender process requirement.
(5) Technology
used includes the wi-fi network, provided free to the public, with associated
infrastructure, including a number of access points and controllers across the
precinct, and management software; a location-based analytics system, used to
provide the number of mobile phone users in the precinct, dwelling time and
repeat visits versus new visits; and demographic data collection, allowing
mobile phone users to optionally provide information such as age, gender and
postcode prior to connecting to the wi-fi network.
As part of the contract with TSG,
visitor information collected using the aforementioned technology methods is
managed openly and transparently in accordance with the privacy principles of
the Privacy Act 1988.
(6) The detection
radius of all access points falls entirely within the Elizabeth Quay precinct,
bounded by the Swan River to the south, William Street to the west, Geoffrey
Bolton Avenue and Riverside Drive to the north and the eastern boundary of
Barrack Street jetty to the east.
