I refer to the ChemCentre Annual Report 2013-2014 , page 63, in relation to "Outcome 4: Quality Research and Development", and the statement ‘the ratio of R and D sales to in-house contribution is lower than previous year and is below target’, and I ask can the Minister outline the discrepancy between the actual performance (39/61) compared to budget target (60/40)?

The budget target was not achieved for 2013-14 because anticipated approvals for a number of externally funded projects (Research and Development Sales) were not forthcoming.
