I thank the member for some notice of this question. The minister provides the following response - (1) Western Power did not seek approval from the minister in for the package it was negotiating last year with Epic Energy. While it reached agreement in respect of higher-level principles, the commercial arrangements were not finalised to the point at which approval could be sought. (2) The Government did not refuse to allow Western Power to enter into a contract as no approval was sought. (3) Commercial arrangements, as stated above, were not finalised to the point at which approval could be sought. A receiver was appointed to Epic while negotiations were still under way.
