I have a supplementary question. Can the minister confirm
whether in his private discussions with the mayors of the Town of Victoria Park
and City of South Perth he advised them that the river is the natural boundary?

I have had meetings with all local governments through this
process and they have given me their cases as to why it should stay. I understand their arguments. I said
that it is a very good argument, they should take that argument off to the advisory
board and it will work through that process. That is where it will be. It has a
long way to go, but at the end of the day, what the local governments want is
reform. The government is doing reform; it is happening —
