The Water and Rivers Commission awarded the contract for the preparation of the WRMS to Parsons Brinckerhoff Australia Pty Limited in June 2002. The hydraulic modelling (Peel Main Drain Capacity Review) was not included in this contract and was to be undertaken by the Water Corporation. (b) The Commission received the draft WRMS report from the consultants and the Peel Main Drain Capacity Review from the Water Corporation in October 2003. A meeting of the WRMS steering committee was held on 20 November 2003 to review these reports. (c) Following commencement of the project, it became apparent that there was insufficient groundwater and nutrient data available to produce reliable model predictions. Therefore, the project was renegotiated with the consultants which added to the original timeframe of the project. The consultants have used the data that is currently available, but have recommended in the strategy that additional data collection and groundwater investigations be required during the process of preparing Outline Development Plans.

(a) The draft Structure Plan, which includes the requirement to propose a Water Resources Management Strategy (WRMS), was issued for public comment in October 2001. Guidelines for the preparation of the WRMS were included as Appendix F of the draft Structure Plan report.
