I understand that the minister intends to remove himself from the process of determining exemptions from parts of his new tendering policy and to give that task to the director general of the department. (1) Has he provided the director general with a set of criteria that will apply to the determination of these exemptions? (2) If not, does he intend to provide the director general with those criteria? (3) If yes to (1) or (2), will he table those criteria? (4) If not, why not? Hon TOM STEPHENS

(1)-(4) Consistent with regular practice in operational matters of this sort, I have delegated the ability to exempt particular contracts in levels 3, 4 and 5, and the requirement to consider whether the distribution of contracts-risk management policy applies to each individual level 6 contract to the Director General of the Department of Housing and Works. As I am still consulting with industry on the operation of the policy, a decision on whether criteria are necessary and, if so, what they will contain has not yet been made.
