Can the minister advise the house of her views on the federal government’s latest grab for power to take over coastal planning? Point of Order Mr D.F. BARRON-SULLIVAN : I thought that it was contrary to standing orders for a member to request a point of view from a minister. The SPEAKER : I did not see the question in that light. Questions without Notice Resumed Ms A.J.G. MacTIERNAN

I am not surprised that the Judases on the other side of the house are embarrassed that, once again, Western Australia is receiving such a bad deal from the federal government. This was a particularly bizarre little foray into urban planning by our friends in the commonwealth. I can only presume that Senator Campbell had been having such a whale of a time in the media that he wanted to keep it going, and so he came up with this grouse idea. What is particularly puzzling about Senator Campbell’s idea that he will take over coastal planning for all of Australia is that it runs absolutely counter to what the federal government has been saying to us over the past five years. We have been going along to meeting after meeting of the Council of Australian Governments, with luminaries and intellectuals like Wilson Tuckey, and we have been saying that there are real issues of urban planning across Australia and that we need the federal government to be engaged in those issues. Wilson tells us, “Nah, not interested.” Only two weeks ago, my colleagues the Minister for Housing and Works and the Minister for Local Government were at another COAG meeting and received another unequivocal message from Minister Lloyd that the federal government was not interested in urban planning. We go time and again to Mr Anderson - we will do the same now to his successor Mr Truss - and say to him that we need the federal government to be engaged in the provision of public transport infrastructure in our cities and our large towns. Eighty-three per cent of the population of Australia lives in cities and large towns. The federal government says it is not interested; this is not the problem of the federal government. It will not engage. However, all of a sudden, Senator Campbell is jumping up and down saying that he will take over coastal planning. Several members interjected. Ms A.J.G. MacTIERNAN : Mr Speaker, I wonder whether you could give me some protection from the larrikins on the other side of the house. The SPEAKER : Order, members! It is true that the minister should be heard in silence. Ms A.J.G. MacTIERNAN : Thank you. Senator Campbell has said that he expects to publish his master plans for the Australian coast before Christmas. As far as we know, he does not even have a single planner in his department. We have contacted our agencies. Has anyone heard from Senator Campbell about the master plans that he intends to have ready for Christmas? There has been no contact whatsoever with state or local government. This was just a smokescreen. The federal government has no capacity to do this, and has no interest in doing the real job. The Western Australian government is providing the integrated planning for the coast of this state.
