FREMANTLE PORT DEEPENING PROJECT — CONSULTATION WITH DEPARTMENT OF FISHERIES
I refer the minister to information that was provided to this house yesterday, in question without notice 847, about the submission by the Department of Fisheries on the Fremantle Ports’ inner harbour deepening project. (1) Was the Department of Fisheries consulted on the final wording of the draft ministerial environmental conditions? (2) If no to (1), why not? I thank the member for some notice of this question. (1) No. The Department of Fisheries was not consulted on the draft ministerial conditions recommended by the Environmental Protection Authority in assessment report 1330. (2) The Department of Fisheries provided a submission to the EPA during the public review period for the Fremantle inner harbour proposal. The Environmental Protection Act 1986 requires that the assessment report of the EPA set out what the EPA considers to be the key environmental factors identified in the course of the assessment, and the EPA’s recommendations as to whether the proposal may be implemented, as well as the conditions to which implementation should be subject. Appendix 3 of the EPA’s report, “Summary of Identification of Relevant Environmental Factors”, addresses the Department of Fisheries’ comments. In particular, the issue of potential marine pests, as outlined by the Department of Fisheries, is addressed in the dredge and soil disposal management plan, which is required by the ministerial conditions for the approved proposal. (3) Not applicable.
