1422. Hon NEIL THOMSON to the minister representing the
Minister for Lands:
I
refer to concerns raised by constituents about the consistent pattern of delays
in approvals under the lands portfolio.
(1) How many
carbon farming proposals are under consideration under the lands portfolio, at
all stages of development, under the human induced regeneration process
outlined on the Department of Primary Industries and Regional Development
website?
(2) For (1), how many have been
approved?
(3) What is
the minister doing to support pastoralists in gaining approvals, given the
challenges imposed by federal and state red tape?
(4) Does the minister support the
science on HIR?

I thank the honourable member for
some notice of this question.
(1) There are 59.
(2) There are 41.
(3) Amendments to
the Land Administration Act 1997 passed by Parliament this year established a diversification
lease, providing a new form of land tenure to provide for proponents to conduct
single or multiple land uses on large areas of crown land. A standalone policy
and assessment framework are also in place to support the state's
eligible interest holder consent approvals process. The Department of Planning,
Lands and Heritage assists proponents to navigate the approvals process,
including liaison with relevant government agencies and consultation with
traditional owners and pastoral interests.
(4) The minister's
role is to consider the provision of eligible interest holder consent for
carbon farming projects proposed on crown land.
