MOBILE BASE STATIONS
351. Hon DARREN WEST to the Minister for
Commerce:
I refer to the minister's
media statement on 16 March 2016 about the plan to build or upgrade mobile base
stations in regional WA.
(1) Who will approve the specific
locations of each of these base stations?
(2) Will their
location be subject to any consultation; and, if so, who will be consulted, how
will they be consulted and at what stage in the process will they be consulted?
(3) Is there an
appeal process for local residents about the location of the base stations;
and, if yes, what is that process?

I thank the honourable member for
some notice of this question.
(1) Specific locations of the base
stations are determined by the mobile network operator.
(2) Yes. Local
governments are consulted by the mobile network operator about the proposed
location of a base station within their municipality. The local government will
then consult with the community via its engagement process. This consultation
takes place during the local government's development approval process.
(3) Yes. Specific
locations are subject to development approval by the relevant local government
and standard appeal processes apply.
