REMAND AND REINTEGRATION FACILITY
564. Hon SAMANTHA ROWE to the Attorney
General representing the Minister for Corrective Services:
I refer to the Acting Minister for
Corrective Services' media statement of 2 June 2016 in relation to the
preferred operator of the new women's remand and reintegration facility.
(1) What is the
length of contract term, and what are the conditions of the contract, including
penalties, cost, staffing levels and delivery model?
(2) Can the
minister confirm that both ends of the custodial spectrum are being considered
for the same facility—that is; remand–sentence–reintegration–release;
and, if so, why?
(3) What
accountability and reporting requirements will Sodexo and any subcontractors
have to meet in delivering treatment and rehabilitation programs?

On behalf of the Minister for
Corrective Services, I thank the honourable member for some notice of the
question.
(1) The contract
term will be for an initial term of five years, plus two options of up to five
years each, to be exercised at the state's discretion. The state is
unable to comment further until the contract has been awarded. It is expected
that negotiations will be complete in late July.
(2) Yes. Both
remand and reintegration cohorts will be housed at the new women's
facility. The service needs of women on remand and women who are approaching
release are similar. Combining the two cohorts within one facility is cost
effective and, importantly, allows for the development of a more tailored,
gender-specific and culturally competent operating model, focused on supporting
the reintegration of women into the community at the earliest appropriate
opportunity.
