I refer to the Loongana Lime plant which emits odour emissions, dust emissions that affect the health, welfare and amenity of nearby residents at Ninga Mia and Kalgoorlie and question on notice No. 2586, dated September 1 2005 -
(1) Can the Minister specifically state which proposed actions need to be justified for the dust plan?
(2) If no to (1), why not?
(3) Can the Minister state why the Department believes that more details for each proposed action and the time frames are required?

The Minister for the Environment; Science has provided the following response: (1) Loongana Lime submitted a revised draft dust management plan to the Department of Environment (DoE) on 1 July 2005. Whilst this plan had a significant number of proposed actions, information on the reasoning for the timeframe and relative priority of those actions was not made. For instance, I am informed that Loongana Lime indicated they would " Plan and implement the progressive sealing (e.g. bitumen) of high traffic areas. (3 years) " but it was unclear if this was three years to commence the planning or to complete the installation. Similarly there was no information about why Loongana prioritised the improvements to the Feedscrew Slide Gate over improvements to Seals on Bins within the Fluidised Bed Kilns. The DoE also asked for the timeframes for actions that it considered to be easy to implement to be tightened, for example, the implementation of a 20km/h speed limit on site was initially proposed to take three months to implement. (2) Not applicable. (3) The DoE considered justification was needed to ensure that actions to reduce dust occurred in a practicable and reasonable fashion prior to making the implementation of the dust management plan a licence condition. The objective of the dust management plan is to ensure that the management of dust at the site improves significantly to minimise fugitive emissions from the site. It is not reasonable to expect that Loongana complete all of the actions specified in the management plan immediately as some actions will take time to implement. The DoE requested that Loongana specify timeframes and the reasoning behind these so that it could make an assessment as to whether Loongana was implementing the plan is as timely a manner as possible.
