On June 16, 1999, the minister told representatives of the Fremantle City Council that he would direct Main Roads Western Australia to complete a comparative impact study of the Fremantle eastern by-pass and the Stock Road option. (1) Why has MRWA failed to proceed with the study? (2) Given this report has not been completed, why has MRWA distributed a brochure in the past month promoting the Fremantle eastern by-pass?
