❓ Hon Lynn MacLaren questions discrepancies between the Forest Products Commission's logging plan estimates and actual sales contracts regarding jarrah sawlog grades and measurement units. The FPC clarifies the use of different grading systems and measurement units for internal planning versus sales contracts, citing consistency with the Forest Management Plan and practical measurement considerations.

I refer to the Forest Products Commission's 2016 south west native forest logging plan, northern zone, and question on notice No. 1518, Forest Products Commission's contracts of sale product (species and grade) Jarrah and Minor Species (yearly quota) in tonnes, and I ask: (a) why does the 2016 south west native forest logging plan, northern zone, give a figure for combined estimates for jarrah sawlog volume grades 1 and 2 (m3) when the Forest Products Commission's contracts of sale show that there are no sales of grades 1 and 2 jarrah sawlogs; and (b) why are the logging plan estimates given in cubic metres whereas the contract amounts are expressed in tonnes?

In reference to the Forest Products Commission’s (FPC) 2016 South West Native Forest Harvest Plan – Northern Zone.
(a) The FPC’s harvesting plans estimate high value log quantities by reference to first and second grade sawlogs to ensure consistency with the terminology in the Forest Management Plan 2014-2023 (FMP).
Currently, the FPC only sells high quality jarrah sawlogs in grades other than ‘first and second grade sawlogs’. These quantities are converted to the grading system used in the FMP through the use of established conversion factors.
(b) The harvesting plans use cubic metres to ensure consistency with the FMP. The contracts of sale issued by the FPC are expressed in weight because it is more efficient and accurate to measure quantity by weight through the use of weighbridges. These quantities are reconciled through established conversion factors.
